CCA Names New President
HOUSTON, TX - After an extensive nationwide search, Coastal Conservation Association selected conservation veteran Patrick Murray as president of the national organization at its meeting last week in Houston.
"Pat brings unparalleled expertise in the field of marine resource conservation, advocacy, fundraising, membership development and communication," said Venable Proctor, chairman of CCA National. "He has an exceptional reputation in conservation circles throughout the nation and will be able to leverage his expertise and experience during a crucial time for fisheries management issues."
Murray has served in several capacities with CCA National, including Director of Communications and Director of Conservation. Most recently he was executive vice president of CCA National where he oversaw the organization's advocacy, development and communication efforts, and coordinated the overall conservation strategy for the organization. He started with CCA in 1997 as an assistant director with CCA Texas, the organization's largest state chapter, before being promoted to executive director in 2002. During his tenure CCA Texas' membership increased to more than 50,000 active members.

FLOUNDER SEASON CLOSES TO PROTECT SEA TURTLES
MOREHEAD CITY - Waters in Pamlico Sound will close Thursday to the use of large-mesh gill nets. The intent of the closure is to protect threatened and endangered sea turtles.

The estimated number of live green sea turtles caught in flounder nets this season will surpass the maximum number allowed by a special permit from the National Marine Fisheries Service.

North Carolina manages the large-mesh gill net fishery in Pamlico Sound under a federal permit authorized by Section 10 of the Endangered Species Act, which went into effect after numerous sea turtle strandings in Pamlico Sound in 1999 and 2000. Investigations identified the deep-water, large-mesh gill net fishery for southern flounder as the primary source for the sea turtle interactions and subsequent mortalities.

The permit authorizes a limited shallow water fishery along the Outer Banks and mainland side of Pamlico Sound and mandates observer coverage and weekly reporting. The permit also requires a season closure when the number of sea turtle take estimates reaches pre-set thresholds established by NMFS.

5th Annual Inside & Out Tournament
Morehead City, N.C. - Saturday October 16th, marked the fifth annual CCA NC Inside & Out Tournament. In spite of cold temperatures and gusty winds, dedicated teams from all across the state showed up to fish the event with proceeds benefiting the N.C. artificial reef enhancement program. The event started on Friday night with the captains meeting and Crystal Coast banquet at the Crystal Coast Civic Center.

The next morning saw lines in the water at 7am, despite of the steady wind and temps in the low 40's. By three o'clock the weigh-in docks at Portside Marina came to life as teams made their way to the scales. Smithfield's own John Branch guided Team Bite Me to a first place finish in the Inside Division with the help of a 5.4lb Redfish, which was the largest of the event. A 7.15lb aggregate secured the 1st place prize of a brand new Pro Series Power Pole, with installation provided by Custom Marine Fabrication in New Bern. Second place was awarded to the Crystal Coast's own Bert Owens, who along with Rich Broughton brought in an aggregate of 5.22lbs. The largest flounder of the day came via Team E-Z Tackle of Goldsboro. The 3.65lb fish helped Capt. Matthew Waddell and crew come home in 3rd place.

With the North wind, several teams did decide to try out the king bite off the beach. Taking first place in this year's event was Team Grady-White captained by Jim Hardin. The crew battled, and their efforts paid off with a 9.5lb smoker(!) The team donated 100% of the 1st place prize back to CCA NC to be used towards the artificial reef enhancement program. Many thanks to Team Grady White. Second place, went to perennial favorite of Team Fishin Buddies of Greenville. Capt. Bulow has got the kings dialed in as he has won or placed second in the last 4 events!

CCA Questions Obama Administration's Ocean Policy
Task Force omission of recreational angling a glaring flaw

HOUSTON, TX - A recently issued report of the White House Interagency Ocean Task Force has caused widespread concern among America's recreational anglers. Released just weeks after the National Oceanic and Atmospheric Administration (NOAA) promised to take a "fresh look" at the federal agency's relationship with recreational anglers, the Interim Report threatens to fast-track sweeping reforms for the management of resources in federal waters, but fails to recognize - or even mention - the conservation, economic or social contributions of recreational angling.
"Our members are very concerned about this entire process, from the timeline to the overall tone and intent of this effort. This is a huge undertaking and the ramifications could impact 60 million anglers, and yet it comes with a 30-day public review and comment period and doesn't even mention us," said Chester Brewer, chairman of CCA's National Government Relations Committee. "Placing such a high priority on ocean policy is a worthy endeavor, but if this is to be a legitimate effort to establish a true policy of conservation for the wise use of our natural resources, it should not be pursued with such timelines and remarkable lack of inclusion."
President Obama launched the effort to develop a comprehensive, coordinated strategy to manage the oceans through the White House Council on Environmental Quality, NOAA and numerous other agencies. The Administration's directive mandated an aggressive180-day timeline to develop a national ocean policy that includes an integrated, ecosystem-based framework for marine spatial planning. Coastal Conservation Association has been active in this process and has grown concerned that concepts and goals important to the recreational sector have been overlooked - or ignored.

SOUTHERN FLOUNDER ADVISORY COMMITTEE MEETING SET
The Southern Flounder Fishery Management Plan Advisory Committee to the N.C. Marine Fisheries Commission will meet at 4 p.m. Thursday, Oct. 15 at the N.C. Department of Environment and Natural Resources Regional Field Office, 943 Washington Square Mall, Washington, N.C.

This is the beginning of a long and extensive process in which the Southern Flounder Management Plan will be formulated. Public comment will be held at 4:00 PM. All are encouraged to attend as many of these meetings as possible. CCA North Carolina will be watching with interest in these proceedings and will notify our membership of any decisions made by this Advisory Committee.
